To the Official Staff, Faculty, Workers, and Messengers of the Baptist Missionary and Educational State Congress of Texas:
We greet you in the Name of Him who lived, died and rose again that we might have eternal life through Jesus Christ, God’s Son.
We give thanks to God for safely bringing each of you here to this session as we continue to explore what it means to have a “Christ-Centered Congress.” This year, we will focus on the importance of “The Morals of the Church.”
As we come together this week, please be both prayerful and mindful of the many perils and challenges that we are faced with in the world today, and how great the need is for the world to return to God. The time is now for us to know that good Bible teachings never grow old or stale. In this world, everything goes down but God’s word and God’s training. Unless we are following God’s plan through sound biblical teaching, we will not be able to teach “The Heavenly Vision: The Morals of the Church.”
We thank God for and appreciate our host, Pastor B. R. Daniels, Sr., along with the New Beth Eden Missionary Baptist Church family in Fort Worth, Texas, for their strong efforts in preparation for our arrival and for allowing us to convene in their beautiful edifice. Our desires are that all participants would conduct themselves in a Christian manner.

July 2008 BM&E Convention Board Meeting To the Officers, Members and Friends of the Baptist Missionary and Educational Convention of Texas: Greetings in the name of our Lord and Savior! Once again as we assemble for our 2008 Annual Congress, I encourage every pastor and church to give it their full support. Especially remember President Brewster on his night. We want to ensure a special offering in support of him as we normally do. I am calling your attention to our Executive Board Meeting to be held at 10:30am on Wednesday, July 23rd. I thank you for a very successful series of Regional meetings in April. BM&E Regional State Conventions took the place of our April Board meeting and they were a glorious success. This was so because each of the Regional constituents “owned” their Region. Be present on July 23 to hear The Report and take part in the discussion of the April Regional Conventions. It is imperative that you be present as we will elect messengers for our 2008 National Baptist Convention, U.S.A., Inc. It is also at this time that we will make the program for our Annual Session. Pastors and Moderators that were unable to represent during our April Regional Conventions are asked to come prepared to take care of this obligation plus our requirements for this Board meeting. As a complying branch of the National Baptist Department of Christian Education, our Congress is open to effective ways that will strengthen the educational department of our local churches. We are inviting all instructors to be present for our Faculty meeting at the New Beth Eden Missionary Baptist Church in Fort Worth, Texas, on Wednesday,
July 23, 2008, after the morning session.
All instructors are required to submit:

Subscription to The Informer or receipt.

A course outline of class assigned (Syllabus).
-
A new application for certification if certification expired.
All instructors must enroll in the Finance Office with a personal enrollment of $5.00 and your church is required to represent “Class A.” Please take time to evaluate our Congress and have your students evaluate your course of study for the week. Encourage all delegates and messengers to subscribe to The Informer. Forms are available in the Dean’s Office.
Person’s applying for the Certificate of Progress Program (COPP) are to contact the Dean’s Office as soon as possible. Certificates of Attendance will be awarded to persons showing proof of six (6) class cards of the past ten years from the State Congress. Thereafter, a four-year program will go into effect and the Certificate of Achievement will be awarded in compliance with the COPP Program.

Credits and Certificates of Progress will be issued by the B. M. & E. State Congress of Texas with the authority of the Sunday School Publishing Board.

Persons who are working for credit may be assigned to any course they choose as long as classroom space is available; however, no credits will be awarded to students who are not officially assigned to the class they attend.

All persons who are looking forward to a Certificate of Progress this year are advised to report to Dean Hillard before Thursday noon during the Annual Session. Bring all course cards you have earned in an accredited Leadership Training School.

Messengers are urged to keep their course cards. Do not leave them in any office or with anyone. Neither the State Congress nor the entertaining church will be responsible for lost cards, credentials or other articles.

Teachers and students are to have textbooks.
-
The Enrollment and Finance Committee will open headquarters for registration and representation on Monday, July 21, 2008, at 2:00 p.m. at the New Beth Eden Missionary Baptist Church. Messengers are advised to register as soon as possible after their arrival.

State Congress officers will enroll with $10.00 and instructors with $5.00.

A personal enrollment of $5.00 will give one the right to take study courses for credit and also be seated in all sessions of the Congress with courtesies. Upon payment of the proper fees, each messenger will be given a classification slip which will be required by all instructors before entering class.

Badges for the Congress may be secured from the local church committee at a nominal fee. All messengers are to wear badges.

Concerning credit and Certificates of Progress, consult Dean Hillard or the State Director of Christian Education. (Also see “A Manual for Leadership Education and Curriculum Guide”) Application blanks for Certificates of Progress may be secured from Dean Hillard.

The B. M. & E. State Congress of Christian Education curriculum is based on the Standard Leadership Curriculum Guide of the Department of Christian Education Sunday School Publishing Board of the National Baptist Convention, U.S.A. The curriculum is enriched in the Congress by discussion groups which relate to the class study and the general theme. Persons who complete the requirements may be awarded the Certificate of Progress. Three such certificates are offered by the Sunday School Publishing Board recognizing progress as a person proceeds through the Standard Leadership Curriculum on guided study. The standard for the first, second and third Certificates of Progress are identical with the respective standards found wherever the Standard Leadership Curriculum is used. Course cards earned in the Standard Curriculum, even though the course may not have been taken in the Congress, may be counted for credit towards Certificate of Progress earned in the Congress.
CONGRESS CURRICULUM
Courses will be offered Tuesday through Friday except for the Layman and Secretary’s course which will be offered Monday through Thursday from
5:00 p.m. – 7:30 p.m. The standard for class attendance is ten hours and all messengers must prepare to remain at the Congress through Friday to receive credit for the course.
